Purpose: To maintain an effective risk management and compliance program and ensure institutional control within Texas Athletics.
Essential Functions: Promote and maintain an ethical culture and continuously assess and demonstrate that the University meets the National Collegiate Athletic Associations definition of institutional control and complies with University policy and/or state and federal regulations. This includes, but is not limited to, proactively evaluating and detecting infractions and monitoring, documenting, educating, and developing policies and procedures for NCAA rules, University policy and state and federal regulations. Ensure an effective risk management and compliance program is followed by serving as lead or support administrator in monitoring daily operations for specified NCAA bylaws. Communicate standards, procedures, and other aspects of risk management and compliance to applicable units. Conduct effective educational and training programs, disseminate information to appropriate individuals and positions, and serve as primary and secondary liaison for specified internal and external units. Monitor, audit, and evaluate the programs effectiveness by enhancing office operations through attendance at NCAA, Big 12 Conference, and other professional conferences, workshops, and seminars. Assist in reviewing and implementing office policy and procedures. Conduct annual Athletics Council reviews and assist with internal/external reviews or audits when necessary. Promote and enforce the compliance program consistently throughout the organization by assisting with responding to all interpretive issues; assist in identifying and preparing legislative concepts; assist with compiling and submitting waivers to the NCAA or Big 12 Conference; assist with investigations of NCAA or Big 12 rules, University policy, and/or state and federal regulations; and report confirmed infractions to the NCAA, Big 12, and/or other appropriate entities. Respond appropriate and consistently to inappropriate conduct and prevent further similar inappropriate conduct by alerting the Senior Associate Athletics Director or Assistant Athletics Director of any unique or potentially problematic issues immediately when identified; ensure that in each violation or instance of inappropriate conduct, that preventative measures (e.g., education, enhancement of policy and procedure) are implemented to remediate and prevent future occurrences; provide a method to report inappropriate conduct without fear of retaliation. Oversee and manage the Coordinator and share in oversight of the Administrative Program Coordinator. Demonstrate proficiency in Texas Athletics core competencies. Consistently exemplify the core values (Diversity, Integrity, Accountability, Loyalty, Excellence, Creativity, Teamwork) and Texas Quality Standards (Safety, Texas Hospitality, Teamwork, Efficiency) of Texas Athletics.
Required Qualifications: Master's Degree or other advanced degree. At least 5 years of recent experience working with NCAA compliance issues in an athletics department, conference office, and/or NCAA national office. Maintains a high level functional and technical knowledge of NCAA rules and regulations. Demonstrates excellent written, verbal, interpersonal communication, and presentation skills. Working knowledge of NCAA and other athletics compliance-related software systems. Upholds high ethical standards and core values, maintains integrity, has professional demeanor and understands professional boundaries. Equivalent combination of relevant education and experience may be substituted as appropriate.
Preferred Qualifications: At least seven years recent experience working with NCAA compliance issues in an athletics department, conference office, and/or NCAA national office. Experience with overseeing and managing full or part-time staff.
